Clare Hester is one of Mississippi’s preeminent business leaders.  She and her partner Henry Barbour have built a government relations firm based in Jackson into a regional force, with lobbying, grass roots and polling and campaign capacity that stretches from Austin, Tx to Raleigh, NC and including every statehouse in between. 

Through multiple governors, hundreds of legislators, and countless issues, perhaps no single individual has been on the frontlines of and has so successfully impacted so many major policy debates as have Clare.  

Clare is a first stop for national brands and local business leaders alike who are seeking government relations representation. She represents the state’s largest private employers, Ingalls Shipbuilding, global and sector icons such as Toyota and Uber, regional leaders such as NextEra Energy and local success stories like Ergon. Capitol Resources today represents clients as diverse as the University of Southern Mississippi and the Mississippi Association of Realtors.

Clare believes in Mississippi and the positive impact of thriving businesses and professionals, and she is a passionate advocate for public policy to support them both.  She has recruited and leads a team of diverse lobbyists to influence public policy in the Mississippi Statehouse and around the Southeastern United States.
